Here is what the key changes mean in plain language:\n\n**Cleaning up old council rules**\nThe Shire of Woodanilling (a local council) formally repealed nine outdated local laws dating from 1921 to 1984. These old rules covered things like licensing hawkers (door-to-door salespeople), managing stray livestock, controlling hall rentals, and long service leave for road board employees — none of which are needed anymore.\n\n**New rules for TAFE colleges**\nFive public colleges (Central Regional, North Metropolitan, North Regional, South Metropolitan, and South Regional TAFE) received new sets of by-laws (internal rules). These cover:\n*   **Student conduct**: Bans on smoking (except in designated areas), alcohol, illegal drugs, and weapons on campus; rules against cheating in exams.\n*   **Student associations**: How student unions operate, who can join (students but not staff), and how they can use college facilities.\n*   **Parking and traffic**: Speed limits on campus roads, parking permit rules, and fines for breaches.\n*   **Discipline**: A step-by-step process for punishing rule-breakers — from small fines (up to $50) up to expulsion — and a right to appeal to a special committee.\n\n**Expansion of disability services**\nNew regulations expanded a trial program for disability services to include six additional local government areas: Bayswater, Bassendean, Chittering, Toodyay, York, and Northam. This trial runs from 1 January 2017 to 30 June 2017.\n\n**Council boundary changes**\nThe official boundaries between the City of Swan and the Shire of Mundaring were redrawn, which determines which council provides services and collects rates in the affected areas.\n\n**Updating references to associations law**\nMultiple regulations were updated to replace references to the old *Associations Incorporation Act 1987* with the new *Associations Incorporation Act 2015*. This is a technical change affecting how community groups and clubs are registered across various sectors including retirement villages, prisons, housing, and local government.\n\n**Other matters**\nThe Gazette also includes: new fees for cemetery plots and burials in Woodanilling; approval of hospital quality review committees; cancellation of a petroleum exploration permit; and appointments of authorised mental health practitioners."},"flash_summary":{"complexity_score":2,"scope_assessment":{"changed":false,"description":"The instrument adheres to its stated purpose: repeal of obsolete local laws listed in clause 2.1 and removal from force. The Council adopted it to “remove obsolete Local Laws” (Preamble, 1.2). It affects the Shire administration, local legal record-keeping, and anyone who might have relied on those old by‑laws. The practical effect is administrative: the Shire no longer enforces the listed instruments and must update its registers and guidance."}},"importantCases":[],"_links":{"self":"/api/acts/woodanilling-shire-of-repeal-local-law-2016","history":"/api/acts/woodanilling-shire-of-repeal-local-law-2016/history","analysis":"/api/acts/woodanilling-shire-of-repeal-local-law-2016/analysis","conflicts":"/api/acts/woodanilling-shire-of-repeal-local-law-2016/conflicts","importantCases":"/api/acts/woodanilling-shire-of-repeal-local-law-2016/important-cases","documents":"/api/acts/woodanilling-shire-of-repeal-local-law-2016/documents"}}
