Dorling Scholarship Fund and on construing the donor’s will so its references point to the school now at Hornby‑street, Windsor. It does not broaden the fund’s purpose, change eligibility or create new regulatory regimes; therefore the scope has not grown beyond the original, stated purpose of clarifying and effecting the transfer."},"complexity_factors":["Very short Act: 3 operative sections plus preamble","No separate interpretation/definitions section","No cross-references to other statutes","Single mandatory obligation (transfer of funds) in s 2","One clarifying construction clause (s 3) that substitutes references in the will","Substantive scholarship rules are contained in the will (preamble) rather than in detailed statutory conditions"],"plain_english_summary":"**What this law does, in simple terms**\n\n- The Act moves control of a particular scholarship fund — the William E. Dorling Scholarship Fund — from one governing body to another and makes the deceased donor's will read as if it already referred to the new body and location.\n\n- Mechanically, section 2 says the Council of the Prahran College of Advanced Education and any persons holding money under its direction must pay all money forming part of the William E. Dorling Scholarship Fund to the Council of the Prahran Technical School in Hornby‑street, Windsor. Section 3 says the will of William E. Dorling should be read as if any references to the Prahran Technical School (originally the High‑street Prahran body) mean the Prahran Technical School now at Hornby‑street, Windsor.\n\n**Who is affected**\n\n- The payors: the Council of the Prahran College of Advanced Education and any persons who are holding fund money under that council’s direction. They are required to transfer the fund (s 2).\n- The recipient: the Council of the Prahran Technical School (Hornby‑street, Windsor) — it receives the money and (subject to the terms of the will) administers the scholarships.\n- Potential scholarship applicants and holders: their rights and eligibility remain governed by the terms of William E. Dorling’s will. The will, as described in the Act’s preamble, requires candidates to be Sunday school scholars or receiving religious instruction at a State school and to know the Ten Commandments; scholarships may be for up to three years and awarded subject to the council’s regulations.\n\n**Why it matters (practical effect)**\n\n- The Act transfers legal control and administration of the fund from one institutional body to another (who pays and who administers) and removes ambiguity about which school or council the donor meant when he made his will. That simplifies administration and reduces the risk of legal dispute over which body should manage the fund (s 2–3).\n\n**What it does not do**\n\n- It does not change the substantive conditions or rules in the donor’s will (for example, the religious instruction requirement or the three‑year maximum duration) — it only substitutes references so the will applies to the school now at Hornby‑street (s 3; preamble describes the will’s conditions).\n\n**Implementation and practical considerations**\n\n- Who pays: existing holders of the fund under the Prahran College of Advanced Education must transfer the money to the Windsor Prahran Technical School council (s 2).\n- Who decides going forward: the receiving council administers scholarships under the will’s terms and can make regulations governing value, exam subjects and administration as contemplated by the will (preamble and s 3 construction).\n- Administrative burden and risk: the transfer is mandatory under the Act, so the immediate compliance cost is the transfer itself and any administrative steps needed to hand over records. The Act reduces legal uncertainty about proper recipient but creates no broad new regulatory obligations.\n- Effects on individuals and markets: the measure is narrowly administrative and does not affect competition, prices or broader private enterprise. It does preserve the will’s eligibility rules (including a religious instruction requirement), which continue to shape who may receive the scholarships (preamble).\n\n**Source citations**: main operative rule is s 2 (transfer of moneys); s 3 governs how the will is to be read going forward; the will’s substantive scholarship conditions are described in the Act’s preamble."},"issue_detection":{"absurdities":[],"contradictions":[]},"summary":{"complexity_score":2,"scope_assessment":{"changed":false,"description":"Based on the available information, this Act appears to remain focused on its original purpose of establishing and maintaining the William E Dorling Scholarship Fund, with no indicators of scope expansion or change since it was made in 1975."},"complexity_factors":["Very narrow and specific subject matter — a single named scholarship fund","Likely short Act with limited operative provisions based on its purpose","Minimal regulatory machinery expected — probably establishes the fund and basic governance only","Full operative text not available in the excerpt provided, limiting full assessment","No apparent cross-references to complex regulatory frameworks"],"plain_english_summary":"## William E Dorling Scholarship Fund Act 1975\n\nThis is a Victorian Act that establishes a **scholarship fund** named after William E Dorling. In plain terms, it creates a legal framework for managing money set aside to fund scholarships — likely for students in a particular field of study or from a particular background connected to William E Dorling.\n\n**Who does this affect?**\n- Potential scholarship recipients (students who may apply for or receive funds)\n- Whoever administers the fund (a government body or trustees)\n- Anyone who donates to or manages the fund\n\n**Why does it matter?**\nBy enshrining this scholarship fund in legislation, the Act gives it a permanent, protected legal status. This means the fund cannot simply be dissolved or redirected without going through a formal legal process. It provides security that the money will be used for its intended purpose — supporting scholars — in perpetuity.\n\n*Note: The full text of the Act's operative provisions was not provided in this excerpt, so specific eligibility criteria, fund administration details, and scholarship amounts cannot be assessed.*"},"kimi_summary":{"content_quality":"ok","complexity_score":1,"scope_assessment":{"changed":false,"description":"The legislation remains tightly focused on its original purpose: facilitating the transfer of a specific scholarship fund between educational institutions and updating the legal framework to reflect institutional name changes. This ensures the scholarships can continue legally without needing to go back to court to interpret the original will.\n\n**Who it affects:**\n- The two educational institutions involved (the money moves from one to the other)\n- Future students who might apply for these scholarships\n\n**Why it matters:**\nWithout this law, the scholarship fund would have been stuck with an institution that no longer matched the original intent, or there would have been legal confusion about which school could actually award the scholarships. This keeps Mr Dorling's charitable gift alive and usable."}},"importantCases":[],"_links":{"self":"/api/acts/william-e-dorling-scholarship-fund-act-1975","history":"/api/acts/william-e-dorling-scholarship-fund-act-1975/history","analysis":"/api/acts/william-e-dorling-scholarship-fund-act-1975/analysis","conflicts":"/api/acts/william-e-dorling-scholarship-fund-act-1975/conflicts","importantCases":"/api/acts/william-e-dorling-scholarship-fund-act-1975/important-cases","documents":"/api/acts/william-e-dorling-scholarship-fund-act-1975/documents"}}
