There has been no scope creep; the Act has never been amended and continues to serve only its original narrow purpose of revoking the reservation for the Werribee land described in the Schedule."},"complexity_factors":["Only 5 operative sections (excluding preamble and endnotes)","Zero defined terms in an interpretation section","No cross-references to other Acts except a general 'notwithstanding anything to the contrary' clause","Single, specific subject matter (1.376 hectares of land)","No conditional logic, exceptions, or delegated powers","No amendments since enactment in 1986","Straightforward linear structure: purpose → commencement → main operation → effect → compensation exclusion"],"plain_english_summary":"**What this law does:**\n\nThis is a very short, one-off law that changes the legal status of a specific patch of land in Werribee, Victoria (1.376 hectares in the Parish of Deutgam).\n\n**The problem it solves:**\n\nSome land had been \"permanently reserved\" — meaning it was set aside for a specific public purpose and couldn't be used for anything else. The government decided it needed that specific piece of land for different purposes. But you can't just take back reserved land without a specific law to undo the reservation.\n\n**What actually happens:**\n\n* **Revokes the reservation** — Cancels the previous government order that set the land aside\n* **Hands it back to the Crown** — Makes the land \"unalienated Crown land\" (land owned by the State that hasn't been sold or leased to anyone)\n* **Wipes the slate clean** — Removes all previous restrictions, trusts, and legal interests attached to the land\n* **No payouts** — Makes clear that nobody gets compensation for this change\n\n**Who it affects:**\n\nPrimarily the Victorian Government and anyone with legal interests in that specific 1.376 hectare parcel. For everyone else, this has no practical effect.\n\n**Why it matters:**\n\nThis is an example of a \"private Bill\" or \"special case\" Act — legislation that deals with a single, specific piece of land rather than making general rules. These were more common in the past when governments needed parliamentary approval to adjust land reservations case-by-case."},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available. The change is statutory: prior Orders in Council or Proclamations affecting that parcel are overridden and the Crown holds the land without liability (ss 3–5)."}},"importantCases":[],"_links":{"self":"/api/acts/werribee-land-act-1986","history":"/api/acts/werribee-land-act-1986/history","analysis":"/api/acts/werribee-land-act-1986/analysis","conflicts":"/api/acts/werribee-land-act-1986/conflicts","importantCases":"/api/acts/werribee-land-act-1986/important-cases","documents":"/api/acts/werribee-land-act-1986/documents"}}
