Landholders generally have until 2027 to upgrade existing bores.\n- **Protect the environment**: Safeguards springs and streams that depend on underground water (called **groundwater-dependent ecosystems**) by limiting how much water can be pumped so that water levels don’t drop more than 0.4 metres at these sites (**cumulative drawdown**).\n- **Protect existing users**: Ensures new water licences don’t reduce water pressure at existing bores beyond set limits (**maximum drawdown**).\n- **Manage water allocation**: Divides the region into **groundwater units** and **sub-areas**, bans any net increase in total water extraction across the plan area, and creates three types of **unallocated water reserves** (General, State, and Aboriginal and Torres Strait Islander Economic) for future needs.\n- **Regulate access**: Generally, you need a water licence to take water, though there are exceptions for **stock or domestic** use (subject to the watertight system rules), monitoring, and certain Aboriginal cultural or economic projects.\n\n**Who it affects**\n- **Landholders**: Those with bores for stock or domestic use must eventually install watertight systems or obtain a special exemption to maintain culturally significant flows.\n- **Farmers and irrigators**: Must hold water licences stating specific volume limits (**volumetric limits**) and use controlled bores.\n- **Industry**: Mining and petroleum companies can obtain special authorities to take water for existing operations and must comply with \"make good\" obligations (fixing damage caused by their water use).\n- **Local governments**: Can access State reserves for town water supplies.\n- **Aboriginal and Torres Strait Islander peoples**: Specific water reserves are set aside to support economic development projects, and cultural values are protected in decision-making.\n\n**Why it matters**\nThe Great Artesian Basin is one of Australia’s most important underground water sources, supporting agriculture, towns, and unique ecosystems across inland Queensland.
