It covers a lot of ground:\n\n**Waste Levy & Disposal**\n- Establishes how much you pay to dump waste, with different rates for metropolitan vs regional areas (the \"waste levy zone\")\n- Sets out what counts as \"exempt waste\" that doesn't attract the levy — things like certain wastewater, coal ash, and residue from glass recycling plants\n- Creates a 50% discount on the levy for businesses that do recycling, provided they meet efficiency targets (at least 60% recycling efficiency)\n- Explains how to calculate waste weights when you don't have a weighbridge — using vehicle weights or container volumes\n\n**Banned Plastics**\n- Bans plastic shopping bags under 35 micrometres thick unless they contain 80%+ recycled content and can carry 10kg at least 125 times\n- Bans single-use plastic cotton buds, products with plastic microbeads (like some face scrubs and cleaners), and expanded polystyrene packing peanuts\n\n**Container Refund Scheme (\"Containers for Change\")**\n- Sets the refund at **10 cents** per eligible container\n- Lists what's excluded: milk, cordial, concentrated juices, health tonics, very small or very large containers, wine casks over 1L, and some other packaging types\n- Requires manufacturers to pay into the scheme and sets rules for how material recovery facilities share refunds with local councils\n\n**Hazardous Waste Management**\n- Strict rules for **PCBs** (polychlorinated biphenyls — toxic industrial chemicals): they must go to licensed treatment facilities, not landfill, and equipment containing them must be properly decontaminated or disposed of\n- Detailed requirements for **clinical waste** (medical waste): segregation into categories like sharps, human tissue, animal waste, cytotoxic drugs; colour-coded containers; secure storage; and proper disposal methods\n\n**Packaging Stewardship**\n- Requires \"brand owners\" (companies whose products use packaging) to either join the Australian Packaging Covenant or achieve 70% recovery rates for their packaging materials\n- Local governments must report on kerbside recycling performance\n\n**Who it affects:** Waste disposal facilities, local councils, recycling businesses, manufacturers, retailers, healthcare facilities, and anyone dealing with hazardous materials like PCBs or clinical waste."},"issue_detection":{"absurdities":[],"contradictions":[]},"flash_summary_failed":{"failed":true,"reason":"Unauthenticated.
