It modernised the legal framework for a park that had been managed under 19th-century rules, giving the council clearer powers to look after the space and generate income from a small leased section to fund maintenance."},"flash_summary":{"complexity_score":3,"scope_assessment":{"changed":true,"description":"The Act alters the earlier 1889 reservation by revoking the prior Order in Council and re‑defining the lands to be permanently reserved with added uses (recreation and camping) and by authorising the council to grant leases of a defined portion for bowling‑club purposes (Preamble; s.3; s.4)."},"complexity_factors":["Cross‑reference to the Land Act 1958 for reservation status and the application of existing rules and regulations (s.3(2), s.4(2)).","Survey requirement and Ministerial satisfaction before leasing the specified portion (s.4(3)).","Multiple decision‑makers with distinct powers: council as committee of management, Minister’s approval of plans and uses, Governor in Council approval for leases over three years (s.4(1),(3),(4)(c)).","Prescribed limits on leases (term cap of 21 years) and council discretion over covenants, conditions and reservations (s.4(4)(a),(b)).","Earmarking of rental receipts for park maintenance subject to Ministerial approval of alternative uses (s.4(5)).","Express bar on compensation claims against the Crown for acts under the leasing power (s.4(6))."],"plain_english_summary":"This Act revokes an 1889 reservation and re‑reserves the described Warragul lands under the Land Act 1958 as a public park and garden and for recreation and camping (s.3).
