They centralise legal authority to fix maximum prices and to declare covered goods/services in the Commonwealth executive (Minister and Governor‑General) while preserving in‑force State maxima where not inconsistent (Regs 13–14, 17). The net effect in this instrument is a shift to a Commonwealth‑level administrative regime with specified investigatory powers, an initial set of proclaimed areas (Schedule), and a fixed freight baseline (Reg 16); those changes alter the institutional locus and mechanics for setting and enforcing price limits compared with the earlier, repealed rules (Reg 19)."},"complexity_factors":["Multiple decision‑makers with layered roles: advisory Board and Commissioners vs Minister and Governor‑General with final legal powers (Regs 3–4, 6, 13–14).","Broad delegated definitional powers: Minister declares what counts as foodstuffs, necessary commodities and services by Gazette (definitions; Reg 6(2)).","Extensive investigatory powers and criminal sanctions requiring administrative capacity to summon, inspect and enforce (Reg 6(1); Regs 7–9, 11, 15).","Geographically detailed Schedule establishing many proclaimed areas plus mechanisms to add/remove areas by Gazette notice (Reg 12 and Schedule).","Interaction with existing State orders: preservation except where inconsistent requires cross‑jurisdictional checking (Reg 17).","Application to both existing and future contracts, with a Ministerial exemption power, which complicates commercial forecasting and enforcement (Reg 18).","A specific national freight cap set to a historical baseline (Reg 16) creates a sector‑specific rule that interacts with wider transport markets.","Repeal and continuity clause preserves earlier determinations while replacing earlier Regulations, creating transitional complexity (Reg 19)."],"plain_english_summary":"These Regulations set up a Commonwealth Prices Board and State/Territory Commissioners to recommend and enforce maximum prices for declared foodstuffs, necessary commodities and certain transport services during operation of the War Precautions Act.
