It was always intended as a one-off private Act to facilitate a specific land exchange between the Crown and two named individuals. There have been no amendments, and the scope has not expanded beyond the original transaction."},"complexity_factors":["Extremely short: only 3 operative sections plus 2 schedules","No defined terms section; all terms used are standard property law concepts","No cross-references to other legislation except a single exemption reference to the Land Act 1958","No conditional logic, exceptions, or delegated powers beyond standard Crown grant conditions","Purpose-built for a single transaction with named individuals","Schedules consist entirely of land descriptions rather than complex provisions"],"plain_english_summary":"This is a very specific, one-off law from 1980 that facilitates a land swap between the Victorian government and two private landowners, Bryce Leslie Johnson and Lillian Ann Johnson.\n\n**What it does:**\n- Allows the Johnsons to give up (\"surrender\") a specific piece of private land they own in the Parish of Barwongemoong to the Crown (the government)\n- In exchange, the government will give them a specific piece of Crown land in the Parish of Wangerrip\n- Once the Johnsons' land is transferred to the government, it becomes \"unalienated Crown land\" — meaning it returns to public ownership, free of any previous restrictions or claims\n- The new land given to the Johnsons becomes their private property (\"fee simple\" — the highest form of ownership), though the government can attach conditions to the grant\n\n**Who it affects:**\n- Directly affects only Bryce Leslie Johnson and Lillian Ann Johnson (who owned the land as \"tenants in common\" — meaning they each own half)\n- Indirectly affects the local community by changing land ownership in two parishes\n\n**Why it matters:**\nThis is an example of a \"private Act\" — legislation passed to deal with a specific situation affecting specific individuals, rather than setting general rules for everyone. These were more common in the past when administrative processes for land swaps were less flexible. The Act ensures the exchange happens cleanly under statutory authority, with no compensation payable by either party."},"summary":{"complexity_score":2,"scope_assessment":{"changed":false,"description":"Based on available information, the Act appears to have remained consistent with its original purpose as a narrow, single-transaction land exchange instrument.
