It covers three main areas:\n\n**1. Commercial Events (Concerts, Sporting Events, etc.)**\n- Event organisers must pay for police services provided at commercial events\n- Fees are charged per hour (or part thereof) based on the rank or role of the officer/employee\n- Different fee schedules apply before and after 1 January 2025, with the newer rules allowing police to charge for planning time and expanding the scope beyond just traffic management\n- Covers personnel (police officers, protective services officers, civilian staff) and equipment (vehicles, boats, helicopters, drones)\n- If special equipment or services not normally available are needed, the actual cost is charged\n\n**2. Police Information Services**\n- Fees for accessing police records and information, including:\n - National police checks (criminal history checks) for employment or volunteering\n - Fingerprinting for visas, passports, or licensing\n - Copies of accident or crime reports\n - Documents for court proceedings (subpoenas)\n- Charges are either time-based (based on staff rank and hours worked) or fixed amounts for specific services\n\n**3. Media Access to Photographs**\n- Media organisations must pay fees to apply for authorisation to receive police photographs (11.6 fee units)\n- A separate fee applies when actually receiving the photographs (33.7 fee units)\n\n**Key Points:**\n- Fees are calculated using \"fee units\" (a dollar amount set by the Treasurer annually - currently around $16.33)\n- The regulations replace the 2014 version and will automatically expire after 10 years\n- The Chief Commissioner has discretion in some cases about what time counts toward billable hours"},"flash_summary":{"complexity_score":5,"scope_assessment":{"changed":false,"description":"The Regulations continue the core function stated in the Objective: prescribing fees and charges for Victoria Police services under Part 14A of the Victoria Police Act 2013 (Reg 1).
