The most substantial change was the removal of Part 2 (sections 5-18) which established a 'Victims Assistance Board' with members, meetings, and governance structures—this entire governance layer was abolished in 2010 and replaced with a Commissioner model. Additionally, Schedule 2 (excluded offences for the victims services levy) has grown from a simple list to an extensive 84-item table spanning three different legislative instruments including ANU parking statutes. The service delivery model has also become more structured, moving from general assistance to the current three-tiered level system with care plans and case coordinators introduced in later amendments."},"complexity_factors":["Multiple cross-references to other ACT legislation including the Victims of Crime Act 1994, Victims of Crime (Financial Assistance) Act 2016, Road Transport legislation, and Human Rights Commission Act 2005","Signpost definitions in the dictionary (terms defined in other Acts) rather than standalone definitions","Nested eligibility criteria with three distinct service levels plus an 'exceptional cases' pathway","Dual review pathways: internal review for eligibility decisions (Division 3.2) and ACAT review for service provider decisions (Division 3.6)","Schedule 2 contains extensive tabular lists of excluded parking offences (84 items across three different legislative instruments)","Conditional logic throughout (e.g., 'if the victim has completed level 1 service... and the victim is a primary victim...')","Multiple amendment layers visible in the endnotes showing evolution from 2000 to 2026, including removal of entire Parts (Part 2 on the Victims Assistance Board was completely omitted in 2010)"],"plain_english_summary":"This regulation creates an ACT victims services scheme to help primary and related victims and witnesses of violent crime access short-term to extended support (three tiers of contact, with extra hours in exceptional cases). The Victims of Crime Commissioner oversees services delivered by approved providers and volunteers. It excludes non-fatal motor vehicle accident victims and limits participation by serious offenders, sets provider standards, lists levy exemptions, and provides internal review and ACAT appeal rights."},"flash_summary":{"complexity_score":7,"scope_assessment":{"changed":true,"description":"The regulation’s scope has been altered by successive amendments. Notable insertions and restructures include the internal review framework and related definitions (A2008‑37 — div 3.2, ss25–27A), reworking of commissioner functions, service‑level and provider regimes (A2010‑29 — ss22, 33–36, 40–43), and the victims services levy exclusions (s49A inserted A2007‑44 and subsequently amended). Later technical updates to review notices, guidelines and forms are recorded (e.g. A2025‑29). It affects victims of crime, service providers, the commissioner and review bodies. It matters because it determines entitlement, administrative discretion, provider obligations, and how services are delivered and funded."}},"importantCases":[],"_links":{"self":"/api/acts/victims-of-crime-regulation-2000","history":"/api/acts/victims-of-crime-regulation-2000/history","analysis":"/api/acts/victims-of-crime-regulation-2000/analysis","conflicts":"/api/acts/victims-of-crime-regulation-2000/conflicts","importantCases":"/api/acts/victims-of-crime-regulation-2000/important-cases","documents":"/api/acts/victims-of-crime-regulation-2000/documents"}}
