or\n\n(b) the Caboolture Hospital; or\n\n(c) the Greenslopes Private Hospital; or\n\n(d) the New Farm Private Hospital; or\n\n(e) the Pine Rivers Private Hospital; or\n\n(f) the Princess Alexandra Hospital; or\n\n(g) the Royal Brisbane and Women’s Hospital; or\n\n(h) the Prince Charles Hospital; or\n\n(i) the Toowong Private Hospital.\n\nveterans’ affairs law means an Act, or a provision of an Act, that in accordance with the Administrative Arrangements Order, is administered by the Minister for Veterans’ Affairs.\n\n6 Determined class of persons\n\nFor the purposes of subsection 88B(1) of the Act, the following class of persons is determined:\n\nA person who:\n\n(a) has ceased to be a member of the Permanent Forces; and\n\n(b) has been hospitalised at a relevant hospital for:\n\n(i) attempted suicide; or\n\n(ii) suicide ideation; or\n\n(iii) a mental health condition and has been clinically assessed as being at an increased risk of suicide; and\n\n(c) is eligible for treatment for a mental health condition on a non-liability health care basis, whether or not he or she is eligible for other treatment under a veterans’ affairs law; and\n\n(d) is an Australian resident living in Australia.","sortOrder":0}],"analysis":{"kimi_summary":{"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"The instrument remains tightly focused on its original purpose: establishing eligibility criteria for a specific suicide prevention pilot program. It targets a vulnerable, geographically limited pilot group to test targeted suicide-prevention care."},"flash_summary_failed":{"failed":true,"reason":"Unauthenticated. This confines who may receive Commonwealth‑funded pilot treatment compared with a broader, unspecified beneficiary pool under the Act."},"complexity_factors":["Specific eligibility criteria set out in section 6 (service history, hospitalisation reasons, clinical suicide‑risk assessment, non‑liability treatment eligibility, Australian residency).","Named list of 'relevant hospital' locations in section 5, which limits geographic/access scope.","Cross‑references to other legislation: Veterans’ Entitlements Act 1986 (authority, defined term) and Defence Act 1903 (definition of 'Permanent Forces') (sections 3 and 5).","Reliance on a clinical judgement ('clinically assessed as being at an increased risk of suicide') introduces discretionary medical assessment (section 6(b)(iii)).","Funding/eligibility hinge on non‑liability health care status rather than broader veterans’ benefits (section 6(c)), creating a distinct entitlement pathway.","Instrument is narrowly framed as a pilot (purpose in section 4), so temporal/administrative limits and interplay with existing programs matter for implementation."],"plain_english_summary":"This instrument names exactly which ex-Permanent Forces members can get treatment under the Commonwealth’s Veteran Suicide Prevention pilot: people hospitalised at specified hospitals for attempted suicide, suicidal ideation, or a mental‑health condition assessed as increasing suicide risk, who are eligible for non‑liability mental‑health treatment and live in Australia. It matters because it defines who the Commonwealth will pay for under the pilot and sets clinical, residency and hospital‑location requirements that control access."}},"importantCases":[],"_links":{"self":"/api/acts/veterans-entitlements-veteran-suicide-prevention-pilot-determination-2018","history":"/api/acts/veterans-entitlements-veteran-suicide-prevention-pilot-determination-2018/history","analysis":"/api/acts/veterans-entitlements-veteran-suicide-prevention-pilot-determination-2018/analysis","conflicts":"/api/acts/veterans-entitlements-veteran-suicide-prevention-pilot-determination-2018/conflicts","importantCases":"/api/acts/veterans-entitlements-veteran-suicide-prevention-pilot-determination-2018/important-cases","documents":"/api/acts/veterans-entitlements-veteran-suicide-prevention-pilot-determination-2018/documents"}}
