This fixed a technical problem: the old deeds named a bishop whose title no longer matched Victoria's new church structure.\n- **Protects existing church debts** by saying the new arrangements don't apply to any church that still owed money on building costs at the time the law passed.\n- **Sets up trustee handovers** so that when trustees appointed under the old NSW system left their positions, they would transfer the legal ownership of church land to new trustees appointed under Victorian law.\n\n**Who it affects:**\n- The Anglican Church in Victoria (then called the \"United Church of England and Ireland\")\n- Church trustees and churchwardens managing church property\n- The Bishop of Melbourne and his successors\n\n**Why it matters:**\nThis was essentially administrative housekeeping. When Victoria became a separate colony in 1851, the church needed its property laws to reflect Victorian rather than New South Welsh governance. The Act prevented legal confusion about who actually owned church land and who had authority to manage it."},"summary":{"complexity_score":3,"scope_assessment":{"changed":true,"description":"The original scope of this Act — governing the United Church of England and Ireland as a unified entity — has inherently shifted since the Church of Ireland was disestablished in 1869 and separated from the Church of England.
