It requires schools to get proper paperwork before accepting a body, including death certificates and authorisation forms. Schools must keep detailed records tracking each body from arrival through to final disposal by burial or cremation, including any loans to other schools. The rules also cover which doctors can certify deaths for donation purposes and which facilities count as official tissue banks for storing blood and other human material. There are penalties for failing to follow these procedures."},"flash_summary":{"complexity_score":3,"scope_assessment":{"changed":false,"description":"The regulation largely continues and restates the prior regulatory regime rather than materially widening scope. Transitional provisions treat registers and records under the expired 2004 regulation as registers and records under the new provisions (sec 16) and continue application of certain former transitional rules with updated cross‑references (sec 17). Persons in charge of accepting or borrowing bodies must obtain authorising documents (cause of death, retention authority, coroner consent/direction), dispose of bodies when authorised periods end or purposes are met, and keep detailed registers and tracking records; inspectors may require those documents for inspection.
