This is done using a constitutional mechanism called a \"reference of power\" (where states temporarily give the federal government authority to make laws in certain areas).\n- **Sets time limits**: The adoption lasts until the Victorian Government decides to end it by proclamation (official announcement in the Government Gazette).\n- **Allows temporary exemptions**: The Victorian Government can make regulations to grant temporary exemptions from the mutual recognition rules.\n\n**Who it affects:**\n- **Businesses and professionals** who want to operate across the Tasman Sea (between Australia and New Zealand). The underlying Commonwealth Act ensures that goods and occupations (jobs/professions) regulated in one country are recognised in the other—so if you're registered as a plumber in New Zealand, you don't need to re-register in Australia, and vice versa.\n- **Consumers** who benefit from easier trade and more consistent professional standards between Australia and New Zealand.\n\n**Why it matters:**\nThis Act is the \"hook\" that brings the Australia-New Zealand mutual recognition scheme into force in Victoria. Without this state law, the federal scheme wouldn't apply in Victoria. It removes red tape for cross-border trade and labour mobility, supporting the closer economic relationship between the two countries (often called the Single Economic Market agenda)."},"flash_summary":{"complexity_score":2,"scope_assessment":{"changed":true,"description":"This Version incorporates amendments (see table of amendments).
