Who pays: employers and their employees in the named classifications must adapt to gain or lose the Act’s coverage. Incentives/costs: firms face administrative and compliance costs to reclassify staff and update obligations; affected workers gain or lose statutory coverage accordingly. Discretion/compliance: the changes are effectual (\"ceases to apply\"/\"applies\") in the Regulations themselves, so implementation depends on administration and enforcement under the Act (reg 2)."},"complexity_factors":["Many narrowly worded occupational classifications are listed across multiple Parts (regs 3(1)–(2), 4, 5(1)–(2), 6(1)–(2)), increasing administrative matching costs.","The effect of the Regulations depends on the content of Parts II–V of the underlying Act (reg 2: definition of \"the Act\"), so understanding impact requires cross‑reference to the Act.","The instrument is procedural and deterministic (ceases to apply / applies) rather than creating new duties, but that still requires employers to reclassify employees and adjust compliance practices (see regs 3–6).","Potential ambiguity in how historical job titles map to modern roles raises legal uncertainty for employers and workers when determining coverage (lists in regs 3–6).","Concentrated administrative impact: a small set of named trades bear the direct change in coverage, while costs (legal advice, record changes) are diffuse across employers and employees.","No express new ministerial or administrative discretion appears in the text; implementation and enforcement roles remain tied to the Act (reg 2 and regs 3–6)."],"plain_english_summary":"These Regulations change which parts of the Tradesmen’s Rights Regulation Act 1946–1966 apply to named trade classifications.
