Those deletions and the redefinition of 'bunk bed' and increased test dimensions (Division 3(2)–(5)) alter the technical requirements and the practical scope of regulated goods compared with the earlier notice."},"complexity_factors":["Statutory basis and action by Minister: declared under s.65E of the Trade Practices Act 1974 (preamble) and operates as a consumer product safety standard for the purposes of s.65C (preamble).","Revocation plus substitution: expressly revokes consumer protection notice No.2 of 2002 (clause (a)) and replaces it with a new declaration (clause (b)), requiring stakeholders to map old obligations to the new text.","Defined scope/exclusions: applies to bunk beds 'supplied as an item of furniture' but excludes portable camping bunk beds and built‑in fitments in caravans, camper trailers, motor homes, trains, ships, aircraft and other conveyances (Schedule, Division 1) — identifies who is covered.","Adoption of a technical standard with variations: adopts AS/NZS 4220:1994 (Schedule, Division 2) but imposes multiple deletions and amendments (Schedule, Division 3), meaning the authoritative text is a hybrid that must be read against both documents.","Extensive deletions: deletes many clauses, sub‑clauses and nine appendices (Division 3(1)), increasing interpretive complexity because removed material may create gaps or change testing/installation expectations.","Targeted technical amendments: changes the bunk bed definition (Division 3(2)), alters dimensional test probe from 75 mm to 95 mm in several places (Division 3(3) and (5)), and adjusts guard‑rail wording for upper beds (Division 3(4)), producing concrete design and testing impacts.","Testing and certification impact: dimensional increases and deleted test procedures (e.g. Appendix A changes and deletions) will affect test rigs, certification protocols and possibly lab accreditation — practical compliance costs for suppliers.","Compliance burden concentrated: costs and operational decisions fall chiefly on manufacturers, importers and retailers (those who supply goods within Division 1); regulators enforce compliance under the Trade Practices Act provisions cited in the notice.","Document management risk: because the standard is adopted 'as varied', firms must reconcile AS/NZS 4220:1994 with the Notice's deletions and replacements to determine precise obligations, raising implementation risk."],"plain_english_summary":"This notice cancels the earlier bunk-bed safety standard and declares the Australian/New Zealand Standard AS/NZS 4220:1994 (as varied) as the consumer product safety standard for bunk beds, excluding portable camping beds and built‑in sleeping fittings in vehicles and vessels.
