Councils commonly modified the Model By‑laws or applied different fee levels, so local scope diverges from the uniform model (example: Cockburn alters minimum distances and animal‑keeping rules in By‑laws 26 and 28; Part IX replaces piggery distances (Piggeries by‑law 2)). State regulations also extend or fill procedural gaps (Taxi Control Board election regulations set nomination, roll and postal voting mechanics, regs 3–24; Traffic regs reclassify vehicle classes and ages, regs 4–6). Rottnest amendments replace landing/permit mechanics with an admission‑ticket and collection scheme (by‑law 14 and added by‑laws 14A–14B), and Alsatian Dog regs add tag replacement and permit timing obligations (reg 9 and reg 20). These changes shift who pays (licensees, passengers, permit applicants), who decides (local councils, commissioners, authorised persons) and the compliance steps required compared to the unamended Model By‑laws."},"complexity_factors":["Many discrete instruments across multiple Acts (Health Act by‑laws, Local Government by‑laws, Traffic, Police, Parks, Forests, Bush Fires, Alsatian Dog, Taxi Control) increasing cross‑reference needs.","Local variations: councils adopt Model By‑laws either without change or with specific local modifications (e.g. Cockburn amendments to By‑laws 26 and 28; Part IX piggeries by‑law 2) creating non‑uniform rules.","Numerous fee schedules and permit regimes (Schedule D fees for offensive trades across different shires) impose differing compliance costs by locality.","Procedural detail and delegation in State regulations (Taxi Control Board election rules, regs 3–24; Traffic (Drivers' Licences) regs 4–7) require administrative capacity and generate stepwise duties for returning officers and commissioners.","Substantive regulatory definitions and technical standards (vehicle classing in Traffic regs 4; Rottnest by‑laws adding Admission Ticket regime at by‑law 14) alter who may act or be exempt.","Transitional and conditional provisions (drivers' licences validity until expiry per Traffic regs 3(2); duplicate licence fee Reg 10) create temporal compliance questions.","Enforcement and discretionary powers vested in officials (Conservator discretion in Forests reg 145(c); authorised persons and captains duties in Rottnest by‑laws 14–15) concentrate administrative judgment."],"plain_english_summary":"This collection records local councils adopting or varying Model By‑laws under the Health and Local Government Acts and State Ministers making subordinate regulations.
