The instrument replaces Tariff Concession Order No. 9400586 with TCO No. 0614523, keeping the same goods description but moving the goods to a different tariff classification (8708.39.99 -> 8708.30.99) and applying Schedule 4 item 50 from 01.01.07 (TABLE A & TABLE B). The legal power for the change is exercised by a CEO delegate under s.269SD(2) of the Customs Act 1901; operationally this changes which tariff concession importers may rely on and therefore alters duty and compliance obligations."},"complexity_factors":["Administrative form: instrument is a straightforward revocation-and-replacement of a single Tariff Concession Order (low legal complexity).","Decision-maker and legal hook: revocation/making power exercised by a CEO delegate under s.269SD(2) of the Customs Act 1901 (first paragraph), which centralises the decision in one administrative actor.","Cross-reference to tariff law: the replacement directs that the goods be subject to an item in Part III of Schedule 4 to the Customs Tariff Act 1995 (TABLE B, column 2), requiring users to consult separate tariff legislation to see exact concession effects.","Technical tariff change: HS classification changes between TABLE A (8708.39.99) and TABLE B (8708.30.99), so importers must map product descriptions to the new code to determine duties.","Timing/effective dates: revocation takes effect 01.01.07 and the prior TCO shows a last date of effect at end of 2006 (TABLE A/B), creating a hard transition date for customs reporting.","Goods-specific description: detailed technical description of the brake chamber reduces interpretive uncertainty about which products are covered, but reliance on that text plus HS code raises risk of misclassification if components differ slightly.","Formatting/clarity risk: TABLE A shows '5031.12.06' which reads ambiguously in the instrument text (potentially a concatenation of item number and date), increasing administrative friction for practitioners reconciling records."],"plain_english_summary":"This instrument revokes an earlier Tariff Concession Order for a specific combined double‑diaphragm brake chamber and replaces it with a new Tariff Concession Order that shifts the goods to a different tariff classification and applies Schedule 4 concession item 50 from 1 January 2007.
