The delegate of the Chief Executive Officer exercised power under the Customs Act to change the tariff classification and Schedule 4 item assignment, effective 1 January 2007. Importers (who pay duties) must use the new order and classification for concession claims; Customs (the delegate) decides the applicable concession and its effective date, so import and compliance behaviour must follow the new order."},"kimi_summary":{"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"This is a routine administrative update to a specific tariff concession. Importers, customs brokers and competing Australian manufacturers are affected because it determines the applicable customs duty on this industrial equipment."},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
