The instrument moves the goods from tariff classification 8479.90.90 to 8479.90.00 (see TABLE A and TABLE B).\n- The new entry in TABLE B links those goods to an item in Part III of Schedule 4 to the Customs Tariff Act 1995, by showing a Schedule 4 item number (shown as \"50\" in TABLE B). Schedule 4 items operate to apply concessional tariff treatment (or other specified treatment) to goods listed against them.\n\n**Who this affects**\n\n- Importers, customs brokers and freight agents who declare these specific press parts to Australian Customs. They must use the new TCO number and tariff classification from 1 January 2007 when claiming the relevant Schedule 4 treatment.\n- Manufacturers, distributors and sellers of those parts whose customers import them into Australia (because duty and classification changes affect landed cost and compliance).\n- The Australian Customs administration, which enforces the revised classification and maintains the TCO register.\n\n**Why it matters (official purpose and practical effects)**\n\n- Officially the instrument replaces an older TCO with a new one that attaches the listed goods to a Schedule 4 item. That is a technical reclassification and reconnection of the concession instrument to the tariff schedules (see s.269SD(2) Customs Act 1901 and Part III of Schedule 4 to the Customs Tariff Act 1995).\n\n- Practical effects and implementation mechanics:\n  - Who pays: If the Schedule 4 item confers a lower duty rate or exemption, importers of these parts are the direct beneficiaries (they pay less duty). If the change narrows concession coverage, importers could pay more duty. The instrument itself does not state the duty rate — it links the goods to a Schedule 4 item that determines treatment.\n  - Who decides: The decision is exercised by a delegate of the CEO of Customs under the cited statutory power (s.269SD(2)).\n  - Behaviour changes: Importers and brokers must update customs entries (tariff classification and TCO number) and ensure paperwork cites the new order and Schedule 4 item. Customs officers will apply the new classification when assessing duty.\n  - Compliance burden: Administrative updates for import documentation, possible re-filing/corrections for entries made around the effective date, and potential queries if the tariff shift is ambiguous.\n\n**Trade-offs, costs and risks**\n\n- Fiscal and distributional effects flow from how Schedule 4 item 50 treats the goods (concession, reduced duty, zero rate, or limited-term concession). The instrument does not itself set a rate; it links to Schedule 4 which does.\n- Concentrated beneficiaries: a small, identifiable group of importers of these specialised parts will be most directly affected.\n- Diffuse costs: if duties increase, many downstream buyers (manufacturers using the press parts) could face slightly higher input costs; if duties decrease, government revenue could fall slightly.\n- Implementation risk: misclassification (manual or system errors) around the effective date could trigger compliance notices, delays at the border or retrospective duty assessments.\n- Substitution effects: importers may change sourcing or inventory timing depending on the tariff outcome and effective date.\n\n**Notes on drafting and records**\n\n- The instrument is short, composed of TABLE A (the revoked order) and TABLE B (the replacement order). TABLE A appears to show the previous Schedule 4 item and a last date of effect (formatted as \"5031.12.06\" which plausibly combines item number \"50\" and last date \"31.12.06\"). TABLE B lists item \"50\" as the Schedule 4 item for the replacement.\n- Legal bases cited: section 269SD(2) of the Customs Act 1901 (power to revoke/make tariff concession orders) and the linkage to Part III of Schedule 4 to the Customs Tariff Act 1995 (which sets out concession items).\n\n**Bottom line**\n\nThis instrument is an administrative revocation-and-replacement of a Tariff Concession Order for a defined set of hydraulic screw-press parts, effective 1 January 2007. Its main practical impact is on tariff classification and the application of the relevant Schedule 4 concession to those parts; importers and customs intermediaries are the parties who must change their declarations to reflect the new order."}},"importantCases":[],"_links":{"self":"/api/acts/tariff-concession-revocation-order-hs2007-343a-tariff-concession-order-0614321","history":"/api/acts/tariff-concession-revocation-order-hs2007-343a-tariff-concession-order-0614321/history","analysis":"/api/acts/tariff-concession-revocation-order-hs2007-343a-tariff-concession-order-0614321/analysis","conflicts":"/api/acts/tariff-concession-revocation-order-hs2007-343a-tariff-concession-order-0614321/conflicts","importantCases":"/api/acts/tariff-concession-revocation-order-hs2007-343a-tariff-concession-order-0614321/important-cases","documents":"/api/acts/tariff-concession-revocation-order-hs2007-343a-tariff-concession-order-0614321/documents"}}
