TABLE B refines coating-weight language and adds an explicit 'unprinted' requirement and identifies the applicable Schedule 4 item (Part III, Column 2 = 50). These textual changes alter which imported paperboard qualifies for the Schedule 4 concession and therefore change the population eligible to claim it (action taken under s269SC(4) Customs Act 1901)."},"complexity_factors":["Technical product description precision (coating weights: '18 gsm OR less' vs 'NOT greater than 18 g/sq m') increases classification sensitivity (Table A v Table B).","Addition of an 'unprinted' criterion (Table B) narrows eligibility and creates a new compliance gate for importers.","Cross-reference to other statutes: action taken under s269SC(4) of the Customs Act 1901 and the concession ties to Part III of Schedule 4 to the Customs Tariff Act 1995.","Administrative mechanics: revocation of one Tariff Concession Order and replacement by another requires customs/agent operational updates and re‑assessment of existing stock.","Effective date specificity (revocation effective 04.09.06) creates a sharp compliance cutoff and possible transitional issues.","Schedule/item numbering change (Table B lists item '50') affects how the concession is recorded and applied in tariff schedules."],"plain_english_summary":"This instrument revokes Tariff Concession Order 0314952 and replaces it with Tariff Concession Order 0614830 (effective 4 Sept 2006), changing the concession description for bleached kraft paperboard with polyethylene coatings by tightening coating-weight wording and adding an “unprinted” requirement. Importers and their suppliers will be assessed against the new Table B description to qualify for the Part III Schedule 4 concession; the change was made by a delegate of the CEO under s269SC(4) of the Customs Act 1901, so businesses must match product specifications to retain entitlement."},"kimi_summary":{"content_quality":"ok","complexity_score":3,"scope_assessment":{"changed":false,"description":"This is a targeted amendment to a specific tariff concession.
