TABLE B adds an explicit 'unprinted' requirement and rephrases measurement limits ('NOT greater than/NOT less than' vs 'OR less/OR more'), and assigns Schedule 4 Item Number 50 (TABLE B Column 2). It redefines which bleached kraft paperboard rolls with polyethylene coatings qualify for a Schedule 4 tariff concession — for example adding an “unprinted” requirement and tightening measurement wording. It affects importers and customs officers: only goods matching the new description in TABLE B qualify for the listed concession, so importers must document that their shipments meet the new specification to claim the tariff item."},"kimi_summary":{"content_quality":"ok","complexity_score":3,"scope_assessment":{"changed":false,"description":"This instrument maintains its original narrow scope. It is a specific administrative adjustment to a single tariff concession affecting one product category (bleached kraft paperboard). The scope has not expanded beyond the original intent of managing customs duty concessions for specific imported goods."},"complexity_factors":["Short, single-purpose instrument (2 pages)","Only 1 defined term implied (the tolerance reference in Table A, though not explicitly defined in this excerpt)","Simple binary structure: revocation + replacement","Technical product specifications require industry knowledge to interpret (gsm weights, polyethylene coatings)","No nested conditional logic or cross-references to other legislation beyond the empowering provision (Customs Act 1901 s 269SC(4))","Clear tabular format for goods descriptions"],"plain_english_summary":"This order revokes a 2002 tariff concession for certain bleached kraft paperboard and replaces it (effective 4 Sept 2006) with a narrower concession that applies only to unprinted paperboard. Importers of printed paperboard lose the reduced-duty treatment and will face higher tariffs, while unprinted imports keep the concession. The change protects Australian manufacturers from cheaper imported printed packaging while still allowing concessions where local supply is limited."}},"importantCases":[],"_links":{"self":"/api/acts/tariff-concession-revocation-order-94-2006-tariff-concession-order-0614829","history":"/api/acts/tariff-concession-revocation-order-94-2006-tariff-concession-order-0614829/history","analysis":"/api/acts/tariff-concession-revocation-order-94-2006-tariff-concession-order-0614829/analysis","conflicts":"/api/acts/tariff-concession-revocation-order-94-2006-tariff-concession-order-0614829/conflicts","importantCases":"/api/acts/tariff-concession-revocation-order-94-2006-tariff-concession-order-0614829/important-cases","documents":"/api/acts/tariff-concession-revocation-order-94-2006-tariff-concession-order-0614829/documents"}}
