This is therefore an administrative reclassification rather than a change in substantive scope."},"complexity_factors":["Narrow product scope: applies only to FM radio broadcast tuners (source: TABLE A and TABLE B descriptions).","Technical change to tariff classification code (from 8527.90.90 to 8527.39.00) rather than a substantive change in goods covered (TABLE A → TABLE B).","Legal mechanism is a straightforward administrative revocation and replacement under s.269SD(2) of the Customs Act 1901 (instrument header).","Retrospective effective date (effect from 01.07.97) may require importers and customs brokers to correct historical entries or recordkeeping.","Decision-making authority and discretion reside with a delegate of the Chief Executive Officer (Conor Annesley signed the instrument), creating a single administrative decision point.","Compliance burden limited to updating customs declarations, tariff classifications, and internal procedures for affected importers and brokers.","Limited stakeholder set (importers of these tuners) and low regulatory ripple effects beyond customs processing."],"plain_english_summary":"This Order revokes an earlier tariff concession (TCO 9703764) for FM radio broadcast tuners and replaces it with a new concession (TCO 0614844) that keeps the same goods description but updates the customs tariff classification code. The change is made under s.269SD(2) of the Customs Act 1901 by a delegate of the CEO.
