The change takes effect retroactively to 18 July 2005.\n\nImporters, customs brokers and manufacturers of marine thruster components are affected because the goods must be declared under the new tariff heading; that can change how goods are classified and processed, and may require administrative updates to import documentation and any related concessions claims."},"kimi_summary":{"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"This is a technical administrative amendment that maintains the same policy intent (providing tariff concessions on marine thruster parts) while correcting the customs classification. It does two things:\n\n- **Revokes** an earlier tariff concession (Order 0509683) that gave reduced import duties on certain marine thruster parts (things like propellers, control cables, switches, and gear housings for boat propulsion systems). The revocation takes effect from 18 July 2005.\n- **Replaces it** with a new concession order (0616830) covering the same goods but under a different customs classification code (8412.90.90 instead of 8412.29.00).\n\n**Who it affects:** Importers of marine thruster parts—businesses bringing these components into Australia.\n\n**Why it matters:** The change in classification code (from 8412.29.00 to 8412.90.90) affects which tariff rate applies to these goods. This could change the amount of customs duty importers pay. The effective date being backdated to July 2005 suggests this corrects a classification error or aligns the concession with a different part of the tariff schedule."},"summary":{"content_quality":"ok","complexity_score":1,"scope_assessment":{"changed":true,"description":"The tariff classification for the marine thruster parts has been updated from 8412.29.00 to 8412.90.90 while the list of included parts remains identical."},"complexity_factors":["narrow instrument","tariff classification update"],"plain_english_summary":"This order revokes Tariff Concession Order 0509683 and replaces it with TCO 0616830, changing only the customs classification for specified marine thruster parts (e.g. fuseholders, control panels, propellers) while keeping the same description. Both take effect from 18 July 2005.\n\nAustralian importers of matching marine thruster components can rely on the new TCO to claim concessional duty treatment under item 50, Schedule 4 of the Customs Tariff Act 1995."},"flash_summary_failed":{"failed":true,"reason":"Unauthenticated.
