It does two things:\n\n- **Revokes** an earlier tariff concession (Order 0823744) that gave customs duty relief for certain hydraulic, telescopic gangways used for ship-to-wharf access. The revocation takes effect from 30 July 2008.\n- **Replaces it** with a new tariff concession (Order 1042368) covering the same goods, but under a different customs classification code.\n\n**Why this matters:**\nBusinesses importing these gangways need to know which customs tariff classification and concession applies to their goods to calculate the correct import duty. The change in classification code (from 8428.90.00 to 8479.89.90) affects how the goods are categorised in Australia's customs system, even though the physical goods haven't changed.\n\n**Who it affects:**\n- Importers of hydraulic, telescopic gangways for ship/wharf access\n- Customs brokers and freight forwarders handling these goods\n- The Australian Border Force administering duty concessions"},"flash_summary":{"complexity_score":2,"scope_assessment":{"changed":true,"description":"The instrument replaces the prior TCO and reclassifies the specified gangways to a different tariff heading while applying Part III Schedule 4 Item 50.
