The instrument revokes the earlier TCO (TC 0718970) and substitutes a new TCO (TC 0801963), which appears to be an administrative replacement rather than an expansion or narrowing of covered goods (see Tables A and B and section 269SD(3) reference)."},"complexity_factors":["Legal reference to section 269SD(3) of the Customs Act 1901 and interaction with Part III of Schedule 4 of the Customs Tariff Act 1995 (requires statutory cross‑reference)","Technical tariff classification (HS heading 8467.29.00) and precise goods description","Retroactive date of effect (7 Nov 2007) requiring attention to timing of duty treatment","Administrative substitution of one Tariff Concession Order (TC 0718970) with another (TC 0801963) — potential for recordkeeping or compliance confusion","Minor textual differences (e.g. spelling correction from 'knifes' to 'knives') that do not change legal scope but may cause uncertainty without careful comparison"],"plain_english_summary":"This instrument revokes an earlier Tariff Concession Order and replaces it with a new Tariff Concession Order covering the same imported goods: kits of power tools (sanding plates and sheets, stopping knives, saw blades, and power tools) classified at 8467.29.00.
