The Order replaces TCO 0409375 with TCO 0516022 and alters the capacity criterion: original wording required a maximum capacity \"NOT less than 7 000 kg\" (effectively ≥7,000 kg), while the replacement requires capacity \"NOT greater than 7 000 kg\" (≤7,000 kg). Previously, heavy-duty winches (7,000 kg+) got the concession; now only lighter-duty winches (up to 7,000 kg) qualify. This protects Australian manufacturers of heavy-duty winches from foreign competition by making imported heavy winches more expensive (subject to customs duty), while still allowing duty-free import of lighter winches."},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
