the Sydney Water Regulation 2017. The scope remains consistent with the original intent: managing controlled areas, regulating connections to water infrastructure, and setting standards for plumbing work. This section makes it illegal to enter these areas without permission, drive vehicles there, farm the land, dump rubbish, damage property, or ignore directions to leave. Sydney Water can charge entry fees and appoint authorised officers (including police and employees) to enforce these rules.\n\n2. **Authorisations for connections** (Part 3): If you want to connect to Sydney Water's pipes or alter their infrastructure, you need written permission (an \"authorisation\"). The Corporation can grant, refuse, suspend, or cancel these permits, and can order you to fix shoddy work within 6 years of completion.\n\n3. **Plumbing and drainage work** (Part 4): Anyone doing plumbing or drainage work must follow the Plumbing Code of Australia, use approved fittings, and hold a permit from Sydney Water. There's an exception for emergency repairs (like fixing a burst pipe), provided you get a permit afterwards. Sydney Water approves which plumbing products can be used and can force tradies to redo defective work.\n\n4. **Water restrictions** (Part 5): During droughts or emergencies, the Minister can issue orders restricting how, when, and how much water people can use. These orders override any existing water supply contracts.\n\n5. **Damage notification**: Anyone who damages Sydney Water property must report it immediately.\n\n**Who it affects:**\n- Sydney Water customers and property owners\n- Plumbers and drainage contractors\n- People visiting Sydney Water land (like recreational areas around dams)\n- Anyone doing construction near Sydney Water infrastructure\n\n**Why it matters:**\nThis regulation protects Sydney's drinking water supply from contamination and damage, ensures plumbing work meets safety standards, and gives Sydney Water legal tools to manage its land and infrastructure. It replaces the 2017 version and maintains the framework for fines (up to 200 penalty units for companies, 100 for individuals) for offences like illegal plumbing or trespassing on water catchment land."},"flash_summary":{"complexity_score":6,"scope_assessment":{"changed":false,"description":"The instrument expressly repeals and replaces the Sydney Water Regulation 2017 (ss 2,37).
