Notable changes include creation and consolidation of the surveyor‑general functions and delegation powers (ins A2010‑6; see s 59–61), removal of continuation notice provisions and related administrative mechanics (omitted by A2024‑21—see amendment history entries for ss 16–22), and the 2024 insertions of registration renewal processes (ins A2024‑21; see ss 7A–7C). Later amendments (A2025‑29) adjusted registration conditions and instrument classifications (see s 9 and amendment notes). The 2024 amendments (A2024-21) substantially restructured the registration system, replacing the previous 'continuation notice' framework (which required annual continuation notices and had complex suspension/cancellation rules in Division 3.1) with a simpler direct renewal system. Additionally, the 2008 amendments transferred disciplinary functions from internal inquiries to the ACT Civil and Administrative Tribunal (ACAT), removing an entire internal disciplinary apparatus (ss 29-40) and replacing it with external tribunal oversight. The scope has shifted from a more prescriptive, process-heavy registration system to a more streamlined one, while maintaining robust professional standards through external disciplinary mechanisms."},"complexity_factors":["Moderate length (82 sections plus schedules) but well-structured into 8 clear Parts","Multiple defined terms in the Dictionary (approx. 20-25 specific definitions), though many are straightforward","Cross-references to other ACT legislation (Criminal Code, Legislation Act 2001, ACAT Act, Districts Act 2002, Land Titles Act 1925, Urban Forest Act 2023) but these are standard and clearly marked","Some conditional logic in registration eligibility (s 7) with nested exceptions for previously cancelled registrations","Different definitions of 'surveyor' for different Parts of the Act (s 25 for disciplinary matters, s 44 for practice of surveying, general definition in Dictionary)","Procedural requirements for entry onto land (s 45) with multiple conditions and exceptions","Strict liability offences clearly marked (ss 15, 43, 50, 54)","Recent amendments (2024) simplified the registration renewal system by removing the old 'continuation notice' framework"],"plain_english_summary":"The Surveyors Act 2007 establishes who may lawfully practise land surveying in the ACT by requiring registration, maintaining a public register, and setting professional standards and disciplinary powers.
