Act: its core purpose is to authorise Parliament’s ordinary annual services spending for 2025–26. The provisions (Schedule 1, departmental/administered/corporate items, treatment of portfolio statements, and the Finance Minister advance mechanism) are within the normal scope of an annual supply instrument and do not expand the legislation beyond that purpose. The Finance Minister’s $400 million advance power and the exemption of those determinations from disallowance/sunsetting are procedural design choices that concentrate some short‑term discretion in the Finance portfolio but do not materially change the Act’s substantive scope as an appropriation for ordinary annual services."},"complexity_factors":["~14 defined terms in section 3 (administered item; corporate entity; corporate entity item; current year; departmental item; expenditure; Finance Minister; item; non‑corporate entity; Portfolio Budget Statements/portfolio statements; special account; Appropriation Act/Bill)","Large, detailed Schedule 1 with line items across 17 portfolios and multiple sub‑entities (many pages of numerical and outcome breakdowns)","Cross‑references to other Acts: Public Governance, Performance and Accountability Act 2013 (PGPA Act), Acts Interpretation Act 1901 (s15AB), Legislation Act 2003 (disallowance and sunsetting), and a separate Appropriation Act (No. 1) 2025‑2026","Conditional/precedential rules in section 10: multi‑step test for urgent expenditure (subsection 10(1)), Ministerial determination power (10(2)), combined numerical cap with another Act (10(3)), and a provision that establishes precedence over that other Act (10(4))","Limited parliamentary review carve‑outs: the Finance Minister’s determination is a legislative instrument but exempted from disallowance and sunsetting (section 10(5)) — an atypical procedural exception","Accounting nuance: section 5 treats notional transactions as real for appropriation debiting, which can complicate tracing of cash flows vs. accounting debits","Interplay between appropriations and special accounts (section 11) — potential for timing/earmarking effects","Repeal provision with a fixed sunset (section 13) — affects multi‑year program design and planning"],"plain_english_summary":"The Act authorises $86,090,584,000 from the Commonwealth’s Consolidated Revenue Fund for ordinary annual services in 2025–26, allocating funds to departmental, administered and corporate entity items and treating portfolio budget statements and internal notional transactions as relevant for interpretation and accounting.
