It affects those ABC employees and the Commonwealth Superannuation Scheme (CSS): classification governs who pays and what entitlements apply. Employees already employed before the Approval must ask in writing to be treated as eligible (s2(c)). The instrument also records earlier, related approvals (ss3–5)."},"kimi_summary":{"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"This approval remains tightly scoped to its original purpose. It addresses a narrow, specific situation (ABC overseas contract workers) without expanding into broader categories of employment or other agencies. The numbering system (No. 4) and citation of previous approvals (Nos. 1-3) show this is part of an established series of similar targeted approvals rather than scope creep."},"complexity_factors":["Very short document (5 clauses, ~200 words)","Only 3 substantive conditions in the operative clause (clause 2)","No defined terms section (relies on definitions in parent Act)","No cross-references to other legislation beyond the parent Act","Simple conditional logic (three cumulative conditions, one with a sub-exception)","Retrospective application mechanism for pre-approval employees (the 'write in and ask' requirement)"],"plain_english_summary":"This ministerial approval allows certain ABC employees on fixed-term contracts working only outside Australia to remain members of the Commonwealth Superannuation Scheme. It preserves government pension entitlements for staff who were CSS members immediately before taking overseas postings (with those employed before 9 August 1993 required to apply in writing). It matters because it prevents loss of retirement benefits for ABC journalists and broadcasters on international assignments."}},"importantCases":[],"_links":{"self":"/api/acts/superannuation-css-temporary-employee-approval-no-4","history":"/api/acts/superannuation-css-temporary-employee-approval-no-4/history","analysis":"/api/acts/superannuation-css-temporary-employee-approval-no-4/analysis","conflicts":"/api/acts/superannuation-css-temporary-employee-approval-no-4/conflicts","importantCases":"/api/acts/superannuation-css-temporary-employee-approval-no-4/important-cases","documents":"/api/acts/superannuation-css-temporary-employee-approval-no-4/documents"}}
