They work together with the *Street Collections (Regulation) Act 1940* to ensure fundraising is transparent, safe, and doesn't harass the public.\n\n**Who it affects:**\n- **Charities and organisations** wanting to collect money in public streets (they need a permit from the Minister)\n- **Collectors** (the people with the tins/buckets) — must be at least 16 years old, wear ID badges, and follow specific rules about handling money\n- **The public** — protected from obstruction and annoyance while using streets\n\n**Key requirements:**\n- **Permits:** Organisations must apply to the Minister for permission to collect, using a specific form (Schedule 1)\n- **Collection boxes:** Must be sealed, numbered, securely closed, and display who the money is for and the date. Collectors cannot open them.\n- **No paid collectors:** Generally, you can't pay people to collect or promote the collection unless the permit specifically allows it\n- **Financial transparency:** Within 30 days, organisers must report how much was raised, expenses, and where the money went\n- **Enforcement:** The Commissioner for Consumer Protection can investigate collections. Breaking the rules carries a $40 penalty, with infringement notices ($400) for certain offences.\n\n**Why it matters:**\nThese rules protect donors from fraud (sealed boxes, ID badges), ensure money actually reaches the intended cause (financial returns), prevent aggressive fundraising tactics (no obstruction/annoyance), and maintain public trust in charitable giving."}},"importantCases":[],"_links":{"self":"/api/acts/street-collections-regulations-1999","history":"/api/acts/street-collections-regulations-1999/history","analysis":"/api/acts/street-collections-regulations-1999/analysis","conflicts":"/api/acts/street-collections-regulations-1999/conflicts","importantCases":"/api/acts/street-collections-regulations-1999/important-cases","documents":"/api/acts/street-collections-regulations-1999/documents"}}
