Victoria.\"\n\nThe **Statute Law Revision Act 2025** was assented to on 21 October 2025 and came into operation on 22 October 2025: section 2.\n\nINTERPRETATION OF LEGISLATION ACT 1984 (ILA)\n\nStyle changes\n\nSection 54A of the ILA authorises the making of the style changes set out in Schedule 1 to that Act.\n\nReferences to ILA s. 39B\n\nSidenotes which cite ILA s. 39B refer to section 39B of the ILA which provides that where an undivided section or clause of a Schedule is amended by the insertion of one or more subsections or subclauses, the original section or clause becomes subsection or subclause (1) and is amended by the insertion of the expression \"(1)\" at the beginning of the original section or clause.\n\nInterpretation\n\nAs from 1 January 2001, amendments to section 36 of the ILA have the following effects:\n\n• Headings\n\nAll headings included in an Act which is passed on or after 1 January 2001 form part of that Act. Any heading inserted in an Act which was passed before 1 January 2001, by an Act passed on or after 1 January 2001, forms part of that Act. This includes headings to Parts, Divisions or Subdivisions in a Schedule; sections; clauses; items; tables; columns; examples; diagrams; notes or forms. See section 36(1A)(2A).\n\n• Examples, diagrams or notes\n\nAll examples, diagrams or notes included in an Act which is passed on or after 1 January 2001 form part of that Act. Any examples, diagrams or notes inserted in an Act which was passed before 1 January 2001, by an Act passed on or after 1 January 2001, form part of that Act. See section 36(3A).\n\n• Punctuation\n\nAll punctuation included in an Act which is passed on or after 1 January 2001 forms part of that Act. Any punctuation inserted in an Act which was passed before 1 January 2001, by an Act passed on or after 1 January 2001, forms part of that Act. See section 36(3B).\n\n• Provision numbers\n\nAll provision numbers included in an Act form part of that Act, whether inserted in the Act before, on or after 1 January 2001. Provision numbers include section numbers, subsection numbers, paragraphs and subparagraphs. See section 36(3C).\n\n• Location of \"legislative items\"\n\nA \"legislative item\" is a penalty, an example or a note. As from 13 October 2004, a legislative item relating to a provision of an Act is taken to be at the foot of that provision even if it is preceded or followed by another legislative item that relates to that provision. For example, if a penalty at the foot of a provision is followed by a note, both of these legislative items will be regarded as being at the foot of that provision. See section 36B.\n\n• Other material\n\nAny explanatory memorandum, table of provisions, endnotes, index and other material printed after the Endnotes does not form part of an Act. \nSee section 36(3)(3D)(3E).\n\n2 Table of Amendments\n\nThere are no amendments made to the **Statute Law Revision Act 2025** by Acts and subordinate instruments.\n\n3 Explanatory details\n\nNo entries at date of publication.","sortOrder":0}],"analysis":{"kimi_summary":{"content_quality":"ok","complexity_score":3,"scope_assessment":{"changed":false,"description":"The Act remains strictly within its original purpose of statute law revision. These are exactly the types of changes expected in a statute law revision Act."},"complexity_factors":["High volume of amendments (35 Acts in Schedule 1, 33 Acts in Schedule 2) but each amendment is mechanically simple","No substantive policy changes—only technical corrections and nomenclature updates","Straightforward structure: two schedules organized by target Act, with clear itemized amendments","No conditional logic, exceptions, or nested provisions","Minimal cross-referencing—each amendment stands alone","No new defined terms introduced by the Act itself","Self-repealing mechanism (section 5) is simple and standard for statute law revision Acts"],"plain_english_summary":"This Act is a 'housekeeping' law that fixes errors and updates references in dozens of existing Victorian laws. It doesn't create new crimes, rights, or programs. Instead, it does three main things:\n\n**1. Fixes typos and formatting errors**\n- Corrects spelling mistakes like changing \"renumeration\" to \"remuneration\" and \"heath\" to \"health\"\n- Fixes punctuation errors (missing full stops, extra semicolons, misplaced quotation marks)\n- Corrects cross-references to wrong section numbers\n- Fixes grammatical errors like \"an program\" to \"a program\"\n\n**2. Updates department names**\n- Changes old department names to the current \"Department of Energy, Environment and Climate Action\" in 33 different Acts\n- Updates \"Department of Justice and Regulation\" to \"Department of Justice and Community Safety\"\n- This reflects recent government restructures without needing to rewrite entire laws\n\n**3. Updates references to federal tribunals**\n- Replaces all references to the old \"Administrative Appeals Tribunal\" (AAT) with the new \"Administrative Review Tribunal\" (ART)\n- This follows a major federal overhaul of the system for reviewing government decisions\n\n**Why it matters:**\nThese changes keep the law accurate and readable. While individual fixes are minor, collectively they prevent confusion. For example, if a law still referred to a department that no longer exists, people wouldn't know which government body to contact. The Act automatically repeals itself after one year, but the fixes it makes remain permanent.\n\n**Who it affects:**\nAnyone who uses Victorian legislation—lawyers, government officials, businesses, and ordinary people—will benefit from more accurate, up-to-date laws."},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available. It does not introduce new regulatory powers, fees, offences, or substantive policy changes. Replacing departmental names and updating references to the Commonwealth Administrative Review Tribunal reflect administrative and machinery‑of‑government changes rather than an expansion of policy scope. Those changes are collected in two Schedules: Schedule 1 (general amendments) and Schedule 2 (administrative arrangements). See section 3 and section 4 for how each Schedule item takes effect.\n\n- The types of changes are mainly editorial and non‑policy: spelling and punctuation fixes, capitalization and heading insertions, correction of reference numbers, replacement of outdated statutory names and cross‑references, repeal/insert of definitions to reflect a renamed Commonwealth tribunal, and substitution of Victorian department names where administrative responsibility has moved. Examples: replacing references to the Administrative Appeals Tribunal with the Administrative Review Tribunal (multiple items in Schedule 1); correcting \"renumeration\" to \"remuneration\" (items in Schedules 1); and substituting a range of references to \"Department of Environment, Land, Water and Planning\" with \"Department of Energy, Environment and Climate Action\" (many items in Schedule 2).\n\n- The Act automatically expires (is repealed) one year after Royal Assent (section 5). A note makes clear that the repeal of this Act does not undo the changes it makes to other Acts (the changes continue to operate) — see the Interpretation of Legislation Act 1984 cross‑reference in the note to section 5.\n\nWho it affects\n\n- Government agencies and departments: they need to update internal references, templates, websites, guidance and IT systems to reflect corrected wording and new department names (Schedule 2). Several departmental names are substituted to \"Department of Energy, Environment and Climate Action\" and some references switch to \"Department of Justice and Community Safety\".\n\n- Statutory officers, tribunals and regulated entities: where references to the Commonwealth tribunal are updated (from the Administrative Appeals Tribunal Act 1975/Part IVA to the Administrative Review Tribunal Act 2024/Part 7), organisations that interact with that tribunal may need to note the new statutory name and changed Part numbering in their procedures and documents (multiple Schedule 1 items).\n\n- Businesses and individuals who use Victorian statutes for compliance or rights: where changes are purely typographical or terminological, there is no change in legal rights or obligations. Where a departmental name is changed, the administering authority is identified differently but the underlying statutory power generally remains the same.\n\nWhy it matters (practical effects and trade‑offs)\n\n- Clarifies and reduces ambiguity: correcting typos, punctuation, headings and inaccurate cross‑references lowers the risk of interpretive disputes and makes the statute book easier to follow (Schedule 1 items addressing spelling, punctuation and subsection numbering).\n\n- Reduces transactional friction: updating statutory references to the current Commonwealth tribunal and departmental names reduces mismatch between Victorian legislation and the institutions that actually administer or review decisions, which helps agencies, lawyers and regulated entities rely on up‑to‑date citations (many items in both Schedules substituting tribunal and department names).\n\n- Implementation costs and risks: public bodies, legal publishers and regulated parties bear small administrative costs to update documents, forms, online material and IT systems. There is modest risk of transitional confusion if older versions of Acts remain in circulation during the one‑year life of this Act, but section 5 makes clear the amendments themselves are permanent even after the Statute Law Revision Act is repealed.\n\n- No substantive policy changes signalled: the Act is confined to corrections, renamings, and minor drafting fixes. It does not create new regulatory powers, fees, or offences. Where departmental names are substituted, the Act does not, on its face, move statutory powers between entities — it updates the name used in the legislation to reflect current administrative arrangements.\n\nAnalytical checklist (who pays, who decides, behavioural effects)\n\n- Who pays: primarily government agencies (to update material and internal systems) and legal publishers (to update annotated statutes). Any private cost is likely small and one‑off (updating internal compliance manuals, forms, websites).\n\n- Who decides: the Parliament (this Act) changes statutory text; public service agencies implement the name and reference updates in practice.\n\n- Behavioural change required: minimal. Parties that refer to the amended provisions should use the corrected statutory references and updated department/tribunal names going forward. No change to substantive obligations or rights is introduced by the text of this Act.\n\nRelevant sections\n\n- Section 3 and Schedule 1: lists the general drafting amendments (typos, definition changes, tribunal name updates).\n- Section 4 and Schedule 2: lists administrative arrangement amendments (department name substitutions and related repeals/insertions).\n- Section 5: the Act is repealed one year after Royal Assent but the amendments made by it continue to operate (cross‑reference to Interpretation of Legislation Act 1984)."},"issue_detection":{"absurdities":[],"contradictions":[]},"summary":{"complexity_score":2,"scope_assessment":{"changed":false,"description":"Based on the limited information available, there is no indication that the scope of this Act changed from its original intent.
