The original scope likely covered fewer entities and narrower commercial activities, but it has expanded to include modern revenue-generating activities like selling advertising opportunities, licensing software, and providing consulting services to the private sector. The regulation has evolved from a simple authorisation scheme into a comprehensive commercialisation framework for the WA public sector."},"complexity_factors":["Straightforward structure with only 5 main regulations","No nested conditional logic or complex cross-referencing between sections","Minimal defined terms (only 1: 'scientific support' in Schedule 2)","Content is primarily lists of entities and their permitted activities","Heavy amendment history (40+ amendments since 1998) but this doesn't affect the current operational complexity","Simple 'if listed here, you can do it' mechanism without exceptions or provisos"],"plain_english_summary":"This is a Western Australian regulation that gives specific government departments and public bodies permission to run commercial businesses or sell services.\n\n**What it does:**\nNormally, government departments can't just set up shop and sell things like private businesses. This regulation creates a list of exceptions—specifically naming which government bodies can do commercial activities and exactly what they're allowed to sell.\n\n**Who it affects:**\nThe regulation covers two groups:\n- **Government departments** (like the Department of Health, Police, and Department of Finance)\n- **Statutory corporations** (independent government bodies like the Botanic Gardens and Parks Authority, WorkCover WA, and the Chemistry Centre)\n\n**What they can sell:**\nThe permitted activities are quite specific and include:\n- Selling intellectual property, software, and publications\n- Providing training, consulting, and advisory services\n- Selling advertising space (like on government property or websites)\n- Providing scientific and technical services to private companies\n\n**Why it matters:**\nThis allows government bodies to generate extra revenue by commercialising their expertise and resources. For example, the Department of Fisheries can sell publications and consulting services, while the Police can provide training services to other organisations. Without this regulation, these activities would likely be illegal for government bodies to undertake.\n\n**Key feature:**\nThe regulation is essentially a 'permission slip' list. If a department isn't named here, or the specific activity isn't listed, they generally can't do it."},"summary":{"complexity_score":1,"scope_assessment":{"changed":false,"description":"Scope cannot be assessed as the legislative text was not available.
