The ad must tell people where to view the draft and that they have a right to make submissions.\n\n- **Notifying planning scheme changes**: When a State Policy forces changes to a local council's planning scheme, the Commission must publish a notice explaining what changed and why. This must appear in a local newspaper, on the Commission's website, and on the relevant council's website.\n\n- **Advertising major project assessments**: For \"projects of State significance\" (big developments with statewide impacts), the Commission must advertise draft assessment reports in two daily newspapers and online, including a project summary and information about public submissions.\n\n- **Publishing environmental reports**: When the Commission releases its State of the Environment Report (a periodic assessment of Tasmania's environmental condition), it must announce this in the Government Gazette and on its website, making clear where people can read or buy the report.\n\n**Who it affects**: Tasmanian Planning Commission staff, local councils, developers proposing major projects, and any Tasmanian who wants to participate in planning decisions or access environmental information.\n\n**Why it matters**: These rules ensure transparency in planning decisions that shape how Tasmania develops. They guarantee citizens know when they can have a say on policies affecting their communities and environment."},"flash_summary":{"complexity_score":2,"scope_assessment":{"changed":false,"description":"These regulations do not change the substantive scope or decision‑making powers of the State Policies and Projects Act.
