It also specifically supports the development of Australian Football.\n- **Powers the Minister**: It gives the Minister for Sport and Recreation broad powers to fund, research, plan, and deliver sporting and recreational programs. This includes giving grants or loans to local councils, public bodies, and community groups (called \"voluntary organizations\") to build facilities, buy equipment, and run programs.\n- **Defines key terms**: It clarifies what counts as \"sporting activities\" (notably excluding horse, harness, pony, and greyhound racing) and \"sporting or recreational lands\" (including public reserves, council-owned land, and land held by non-profit community groups).\n- **Financial mechanisms**: \n  - Allows the Minister to direct money from Parliament's appropriations toward sport and recreation projects.\n  - Lets the Treasurer guarantee loans taken out by community groups to build facilities (meaning the government backs the loan if the group can't pay).\n  - Allows the Minister to charge fees for camps, courses, and recreational programs.\n\n**Who it affects:**\n- **Community sporting clubs and volunteers**: They can apply for grants, loans (with government guarantees), and support for facilities.\n- **Local councils and public bodies**: They can receive funding to improve sports grounds and recreational facilities.\n- **Schools**: Can receive assistance to promote sport and recreation.\n- **The general public**: Benefits from improved facilities, fitness programs, and recreational opportunities.\n\n**Why it matters:**\nThis Act is the legal backbone for government investment in grassroots sport and community recreation in Victoria. It ensures public money is directed toward keeping communities active, healthy, and connected through sport—while specifically carving out support for Australian Football as a cultural priority."}},"importantCases":[],"_links":{"self":"/api/acts/sport-and-recreation-act-1972","history":"/api/acts/sport-and-recreation-act-1972/history","analysis":"/api/acts/sport-and-recreation-act-1972/analysis","conflicts":"/api/acts/sport-and-recreation-act-1972/conflicts","importantCases":"/api/acts/sport-and-recreation-act-1972/important-cases","documents":"/api/acts/sport-and-recreation-act-1972/documents"}}
