They create a legal framework for controlling who can enter event areas, what they can bring, how they must behave, and what powers officials have to enforce the rules.\n\n**Key areas covered:**\n\n- **Access control:** Only \"permitted entrants\" (ticket holders, residents, staff, or people with special permits) can enter \"declared areas\" (the event zones). You must use approved entrances and exits.\n- **Vehicle restrictions:** You can't just drive into an event area unless authorised. Racing circuits are strictly off-limits except for drivers, support crews, emergency vehicles, and authorised personnel.\n- **Tickets and seating:** The Board can set aside reserved areas and seats. Tickets can be made non-transferable (meaning only the named person can use them). Selling tickets above face value or selling fake tickets is illegal.\n- **Prohibited items and conduct:** No bringing your own alcohol (unless you're a licensed vendor), no glass bottles, no animals, no flares or explosives, no unauthorised structures. There's a long list of behavioural rules—no disorderly conduct, no climbing on things, no littering, no blocking walkways.\n- **Refreshment and smoking areas:** Special zones can be designated where glass can't be removed, or where smoking is banned.\n- **Enforcement powers:** \"Authorised persons\" (including police and appointed officials) can check tickets, search bags at entry, remove troublemakers, confiscate banned items, and demand ID. Refusing to cooperate is an offence.\n\n**Who it affects:**\n\n- **Spectators:** Anyone buying a ticket to a motor sport event.\n- **Residents and businesses:** People who live or work inside event zones get special access rights for ordinary use of their properties.\n- **Event staff and vendors:** People working at events, selling food/drinks, or providing entertainment.\n- **The Board:** The South Australian Motor Sport Board, which runs these events and issues permits.\n\n**Why it matters:**\n\nThese regulations balance public safety with the practical needs of running large motorsport events. They give officials clear legal authority to manage crowds, prevent dangerous situations (like people wandering onto active racetracks), and maintain order—while protecting the rights of local residents who happen to live in the event zone.
