There is no scope creep — it does precisely what the parent Act anticipated would be done by delegated legislation."},"complexity_factors":["Very short instrument — only 7 operative provisions across 4 Parts","Minimal defined terms — only 1 definition ('Act') in section 4","No cross-references to other legislation beyond the basic enabling provisions (sections 123SCA, 123SCK, 123SLA of the Social Security (Administration) Act 1999)","No conditional logic, exceptions, or nested provisions","Straightforward declaratory provisions — simply listing states, naming one department, and setting a percentage (70%)","No operative machinery provisions — all the complex rules sit in the parent Act, not this Determination"],"plain_english_summary":"This Determination turns on the Enhanced Income Management system for child-protection referrals: it declares participating jurisdictions (NSW, Victoria, Queensland, WA, SA and the Northern Territory), names the NT Department of Health as the recognised referrer there, and sets that 70% of a referred person’s welfare payments will be quarantined for essentials via a restricted debit account. It affects families engaged with child-protection agencies and enables the legislation to operate in practice."},"flash_summary":{"complexity_score":3,"scope_assessment":{"changed":false,"description":"This determination does not alter the substantive coverage of Part 3AA of the Act. It takes effect when the related Income Management Reform Act commences.\n\nIt affects welfare recipients subject to enhanced income management, State/Territory referral authorities, and Social Services administration by specifying who can refer and how much of a recipient’s payments may be restricted."},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
