It makes the Chief Bush Fire Control Officer the primary manager of brigade organisation (clause 8), formalises nomination/appointment processes while leaving final appointment to council (clause 11), defines functions via council‑adopted operational procedures (clause 5 definition and clause 12(c)), and establishes suspension, termination and review procedures for members (clauses 13–15). It also authorises council funding for brigade maintenance (clause 17).
