and adopts the City of Greater Geraldton meeting procedures with extensive alterations (clause 5). It narrows and specifies meeting processes (calling meetings, public question time, deputations, presentations), centralises operational control with the CEO and Presiding Member (deputation approval — clause 5.9(1); presentation approval — clause 5.11(2)), and imposes enforceable penalties on persons who breach the rules (clause 19.1: Penalty $1,000 and daily $100). It also requires Council to set up committees by resolution listing terms, membership and delegations (clause 30/17.1), shifting decision-making to formalised committee terms and increasing compliance tasks for officers and members (minutes, notice periods, confidentiality handling — clauses 13.2, 4.2(3), 15.2)."},"complexity_factors":["Adoption-plus-modification model: the instrument imports another local law and layers many bespoke substitutions and deletions, requiring cross-referencing to the original City of Greater Geraldton text to fully understand application (introductory paragraphs and clause 1.2–1.5).","Dense renumbering and restructuring: multiple clauses are renumbered or moved (e.g. Part 17 becomes Part 2, various subclauses renumbered), increasing interpretive friction for users comparing versions (clauses 1.1, 29).","Interplay with primary legislation and regulations: many provisions operate by reference to the Local Government Act 1995 and the Local Government (Administration) Regulations 1996, so users must read multiple instruments together (clause 1.3(2), clause 1.4 definitions).","Discretion granted to office-holders: significant operational discretion rests with the CEO and Presiding Member (e.g. deputation approvals, responses to written public questions, closure of meetings), creating implementation variability (clauses 5.9(1)(a)/(b), 11.1(6), 4.2(3)).","Public participation controls and procedural limits: numeric and timing limits (e.g. public may ask up to 2 questions, deputation notice 24 hours, written questions may be taken on notice) introduce precise compliance rules for citizens (clauses 11.1(5)–(6), 12).","Confidentiality carve-outs and compliance obligations: members/officers barred from disclosing confidential material except to other members/officers or for legal/government advice, creating narrow permitted disclosure paths (clause 15.2–(3)).","Quorum and meeting suspension mechanics: specific short suspension period and adjournment rule create tight operational steps for Presiding Member during attendance drops (clause 3.12).","Penalty regime: specified monetary penalties and daily continuing offence amounts create financial consequences for breaches and affect enforcement choices (clause 19.1).","Multiple operational amendments affecting minute-taking, voting methods and motion procedures require procedural retraining (clauses 13.2, 12.4, 8.11, 10.1).","Technology and attendance rules: limits on electronic device use but allowance for remote participation in line with policy/regulation introduce conditional modernisation and monitoring needs (clause 16.1/5.17)."],"plain_english_summary":"Mechanically, the Shire of Irwin Meeting Procedures Local Law 2016 adopts the City of Greater Geraldton meeting rules and customises them for the Shire, replacing the 2000 Standing Orders.
