The amendments materially alter the 2023 local law’s scope by deleting Clause 2.2 (removing the prior provision and its modified penalty), by excising the definition of “effective control” (Clause 1.5) which affects how duties are read, and by tightening permit eligibility through Clause 4.4(f)’s new written‑residency/proximity requirement.
