The local law moves from a general disposal prohibition to a mandatory, technical compliance regime for disused refrigerators: disposers must engage and pay a licensed/\"qualified person\" to remove refrigerant and must remove or disable doors (replacement cl. 3.9 and Schedule 1 amendments). It also expressly broadens enforcement actors by designating EHOs as authorised officers (cl. 1.4(1)(iii)–(iv)).
