Any heading inserted in a Statutory Rule which was made before 1 January 2001, by a Statutory Rule made on or after 1 January 2001, forms part of that Statutory Rule. \nThis includes headings to Parts, Divisions or Subdivisions in a Schedule; Orders; Parts into which an Order is divided; clauses; regulations; rules; items; tables; columns; examples; diagrams; notes or forms. \nSee section 36(1A)(2A)(2B).\n\n• Examples, diagrams or notes\n\nAll examples, diagrams or notes included in a Statutory Rule which is made on or after 1 January 2001 form part of that Statutory Rule. As from 13 October 2004, a legislative item relating to a provision of a Statutory Rule is taken to be at the foot of that provision even if it is preceded or followed by another legislative item that relates to that provision. For example, if a penalty at the foot of a provision is followed by a note, both of these legislative items will be regarded as being at the foot of that provision. See section 36B.\n\n• Other material\n\nAny explanatory memorandum, table of provisions, endnotes, index and other material printed after the Endnotes does not form part of a Statutory Rule. Specifically, Service Victoria will now handle:\n\n- **Issuing digital registration cards** — When building practitioners (like plumbers, builders, or surveyors) apply for or renew their registration online, Service Victoria will deliver their digital \"token\" (a digital version of their official registration card that lives on their phone via an app).\n\n- **Checking people's identities** — Service Victoria will also verify the identity of applicants who apply online for building practitioner registration or renewal.\n\n**Who it affects:**\n\n- **Building practitioners** in Victoria who register or renew online — they'll interact with Service Victoria's digital systems instead of the Victorian Building Authority for these specific steps.\n- The **Victorian Building Authority** — it loses these specific customer service and ID-checking functions to Service Victoria.\n- **Service Victoria** — it gains these functions under the *Service Victoria Act 2018*.\n\n**Why it matters:**\n\nThis is part of a broader push to centralise and digitise government services. Instead of every agency running its own website and identity checking, Service Victoria acts as a shared digital platform. For tradies and builders, it means a more streamlined, app-based experience for proving they're registered to work.
