Originally focused on scaffolding and lifts, it now covers cranes, hoists, plant, building work, excavation work, and compressed air work. The 1948 amendments (NSW) and subsequent ACT ordinances expanded coverage to include compressed air work, excavation work, and various types of construction plant. The 2001 rewrite modernised the language and structure, and the 2004 amendments integrated it with the Construction Occupations (Licensing) Act framework. The smoking prohibition in lifts (section 12A) is a modern public health addition unrelated to the original construction safety focus."},"complexity_factors":["19 defined terms in the Dictionary section","Multiple nested exceptions in section 6(4) exempting various types of scaffolding and building work from notice requirements","Cross-reference to Building Act 2004 for definition of 'cost'","Historical layering: originally a NSW Act from 1912, adapted to ACT through multiple ordinances and amendments","Conditional logic in section 15 allowing inspectors to issue directions and stop-work orders with appeal mechanisms","Definitional complexity with technical distinctions between cranes, hoists, lifts, plant, and gear"],"plain_english_summary":"This is a workplace safety law from the Australian Capital Territory (ACT) that regulates dangerous construction equipment and activities. Originally passed in 1912, it requires people to give 24 hours' notice before erecting scaffolding, cranes, hoists or lifts, or starting building work, excavation work, or compressed air work. The law appoints a Chief Inspector and other inspectors who can enter worksites to check equipment, issue safety directions, and order dangerous work to stop. It also requires reporting of serious accidents, prohibits smoking in passenger lifts, and allows for regulations to set detailed safety standards. The law protects workers' rights to sue for damages if they're injured, even while following this Act."},"flash_summary_failed":{"failed":true,"reason":"Unauthenticated.
