This Act creates an exception specifically for Beach Oval.\n- **Allows 21-year leases**: The council can grant leases for up to 21 years, including permission to build structures on the land.\n- **Sets conditions**: The council decides the specific terms of each lease, but the Governor in Council (the state government's top decision-making body) must approve each one.\n- **Ring-fences the money**: Any rent collected must go back into maintaining and improving the rest of the park, or other purposes approved by the relevant Minister.\n- **Protects the government**: The state won't pay compensation for anything done under this Act.\n\n**Who it affects:**\n- The City of Sandringham council (now part of Bayside City Council after municipal amalgamations)\n- Anyone wanting to lease Beach Oval for sporting clubs, recreation facilities, or community events\n- Local residents who use the park\n\n**Why it matters:**\nThis is a classic example of a \"private Act\" — legislation written for a very specific, local purpose rather than general application. It solved a practical problem: a local council wanted to make better use of part of a public reserve by leasing it to sporting groups, but existing laws blocked this. Rather than changing the general law for everyone, Parliament passed a one-off law just for Sandringham's Beach Oval."},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
