As delegated legislation, it altered who, how much, and from where sandalwood could be taken. It affects landowners, commercial harvesters, exporters and Aboriginal communities involved in sandalwood use, with implications for conservation and commercial trade."},"kimi_summary":{"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"The legislation maintains its original narrow purpose of setting quantitative harvest limits for sandalwood. These limits prevent over-harvesting and protect wild sandalwood populations while allowing a sustainable commercial harvest. The order also cleans up old rules by repealing two previous orders from 1996 and 2015."},"flash_summary_failed":{"failed":true,"reason":"Unauthenticated.
