In return, the State Transport Authority must transfer different land (shown cross-hatched on the same plan) to the Council. Both transfers happen free of any mortgages, debts, or other legal claims (\"freed and discharged from all encumbrances\").\n\n- **Road closures**: Most roads on the \"stippled lands\" (marked with dots on the registered plan) are closed. This means:\n - The public loses all rights to use them as roads\n - They revert to being unallocated Crown land (land owned by the State)\n - The Governor in Council can then grant this land to the City of Sale\n - However, Raymond Street and Cunninghame Street are **not** fully closed—instead, the Council can convert parts of them into a pedestrian mall or public square\n\n- **Planning controls**: The closed road lands and the land being transferred to Council are treated as if they're covered by the earlier Sale Station Relocation and Development Act 1981, which means special planning rules apply to help redevelop the old railway station area.\n\n**Who it affects:**\n- City of Sale Council (now Wellington Shire Council after municipal amalgamations)\n- Victorian State Transport Authority (now part of VicTrack or its successors)\n- Property owners and the public in central Sale, particularly around the former railway station precinct\n\n**Why it matters:**\nThis law was part of a broader 1980s urban renewal project. Sale's railway station was moved, leaving valuable land in the town centre. This Act tidied up land ownership and road layouts to enable commercial and civic redevelopment—effectively allowing the old station land to be repurposed for community use rather than transport infrastructure."},"flash_summary_failed":{"failed":true,"reason":"Unauthenticated.
