Statutory rules are laws made by government bodies (like Ministers or agencies) under powers given to them by an Act of Parliament — things like regulations, rules, and by-laws that fill in the details of broader laws.\n\n**Who it affects:**\n\n- **Government rule-makers** — anyone drafting regulations or rules under an Act must follow these procedures\n- **The Chief Parliamentary Counsel** — the senior lawyer who must examine and approve drafts before they become law\n- **The Government Printer** — responsible for officially publishing rules in the *Government Gazette*\n- **The public** — anyone who needs to find or rely on statutory rules, as these regulations ensure rules are properly numbered, printed, and accessible\n\n**Key requirements:**\n\n- **Drafts must be checked:** Before a statutory rule is made, the Chief Parliamentary Counsel must examine the draft and approve any changes (with exceptions for court rules made by judges)\n- **Proper formatting:** Rules must include specific details when printed — like the date they were notified, which department administers them, and reference numbers\n- **Public notification:** The Government Printer must publish a notice in the *Gazette* explaining what the rule does and where to get a copy\n- **Annual volumes:** The Chief Parliamentary Counsel must compile and publish an annual collection of all statutory rules made that year\n\n**Why it matters:**\n\nThese regulations ensure that **delegated legislation** (laws made by the executive branch rather than Parliament) is properly scrutinised, consistently formatted, and publicly accessible. This transparency means citizens can find out what rules apply to them and hold government accountable for the laws it makes between parliamentary sittings."},"flash_summary_failed":{"failed":true,"reason":"Unauthenticated.
