Any heading inserted in a Statutory Rule which was made before 1 January 2001, by a Statutory Rule made on or after 1 January 2001, forms part of that Statutory Rule.  \nThis includes headings to Parts, Divisions or Subdivisions in a Schedule; Orders; Parts into which an Order is divided; clauses; regulations; rules; items; tables; columns; examples; diagrams; notes or forms.  \nSee section 36(1A)(2A)(2B).\n\n• Examples, diagrams or notes\n\nAll examples, diagrams or notes included in a Statutory Rule which is made on or after 1 January 2001 form part of that Statutory Rule. Any examples, diagrams or notes inserted in a Statutory Rule which was made before 1 January 2001, by a Statutory Rule made on or after 1 January 2001, form part of that Statutory Rule. See section 36(3A).\n\n• Punctuation\n\nAll punctuation included in a Statutory Rule which is made on or after  \n1 January 2001 forms part of that Statutory Rule. Any punctuation inserted in a Statutory Rule which was made before 1 January 2001, by a Statutory Rule made on or after 1 January 2001, forms part of that Statutory Rule.  \nSee section 36(3B).\n\n• Provision numbers\n\nAll provision numbers included in a Statutory Rule form part of that Statutory Rule, whether inserted in the Statutory Rule before, on or after  \n1 January 2001. Provision numbers include regulation numbers, rule numbers, subregulation numbers, subrule numbers, paragraphs and subparagraphs. See section 36(3C).\n\n• Location of \"legislative items\"\n\nA \"legislative item\" is a penalty, an example or a note. As from 13 October 2004, a legislative item relating to a provision of a Statutory Rule is taken to be at the foot of that provision even if it is preceded or followed by another legislative item that relates to that provision. For example, if a penalty at the foot of a provision is followed by a note, both of these legislative items will be regarded as being at the foot of that provision. See section 36B.\n\n• Other material\n\nAny explanatory memorandum, table of provisions, endnotes, index and other material printed after the Endnotes does not form part of a Statutory Rule. See section 36(3)(3D)(3E).\n\n2 Table of Amendments\n\nThis publication incorporates amendments made to the Road Safety (Drivers) Regulations 2019 by statutory rules, subordinate instruments and Acts.\n\n–––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––\n\nRoad Safety (Drivers) Amendment (Alcohol Interlocks) Regulations 2019, S.R. They set out the rules for getting, keeping, and losing your licence to drive.\n\n**Who it affects:** Anyone who drives in Victoria — from learner drivers on L plates to truck drivers with heavy vehicle licences.\n\n**Key things the regulations do:**\n\n- **Licence categories:** Seven types of licences ranging from motor cycles to multi-combination trucks, with each level requiring you to hold the previous category for set periods (e.g., 12 months for light rigid, 24 months for heavy rigid).\n\n- **Learner drivers:** Under-21s must complete 120 hours of supervised driving recorded in a log book. Learners must display L plates and cannot tow vehicles.\n\n- **Probationary licences:** Two-stage system (P1 red plates for 1 year, P2 green plates for 3 years). P1 drivers face extra restrictions: no high-powered cars, no more than one peer passenger aged 16–21, and no towing.\n\n- **Alcohol interlocks:** Drivers convicted of serious drink-driving offences must use breath-testing devices fitted to their vehicles for minimum 6-month periods, with strict compliance rules about usage frequency and tampering.\n\n- **Demerit points:** Traffic offences attract points (1–4 points each). Accumulate too many and your licence gets suspended. Points expire after 4 years.\n\n- **Interstate and overseas licences:** Visitors can drive on their home licences for up to 6 months, but must convert to a Victorian licence after that.\n\n- **Digital licences:** Recent amendments allow for digital driver licence documents displayed on electronic devices, alongside physical cards.\n\n- **Fees and concessions:** Various fees apply for tests and licences, with discounts for good drivers and free licences for eligible probationary drivers who stay offence-free.\n\n**Why it matters:** These rules aim to reduce road trauma by gradually building driver experience, restricting high-risk behaviours (especially for young drivers), and managing repeat offenders through alcohol interlock programs."}},"importantCases":[],"_links":{"self":"/api/acts/road-safety-drivers-regulations-2019","history":"/api/acts/road-safety-drivers-regulations-2019/history","analysis":"/api/acts/road-safety-drivers-regulations-2019/analysis","conflicts":"/api/acts/road-safety-drivers-regulations-2019/conflicts","importantCases":"/api/acts/road-safety-drivers-regulations-2019/important-cases","documents":"/api/acts/road-safety-drivers-regulations-2019/documents"}}
