They bought land at 151 Collins Street, Melbourne, using these funds. However, the original trust deed (the legal document setting up their powers) didn't clearly give them authority to borrow money using the land as security. This Act fixes that gap.\n\n**What it allows:**\n- The trustees can **mortgage** (use as loan security) the Collins Street property to borrow money for building improvements, alterations, or new constructions\n- They can **refinance** or renew existing mortgages on the property\n- **Protection for lenders**: Anyone lending money to the trustees doesn't have to check that the money is spent properly — they're protected even if the trustees misappropriate the funds\n\n**Who it affects:**\n- The trustees managing the RSL's Victorian property\n- Banks or other lenders providing loans secured against the property\n- The members of the Victorian Branch of the League (World War I veterans and their families)\n\n**Why it matters:**\nThis is a narrow, technical piece of legislation solving a specific historical problem. It enabled the RSL to develop its Melbourne headquarters by unlocking the ability to borrow against the property — crucial for building club rooms and memorial facilities for veterans in the post-WWI era. The lender protection clause (Section 3) was particularly important to make banks willing to lend to what was then an unincorporated association without the usual corporate safeguards."},"issue_detection":{"absurdities":[],"contradictions":[]}},"importantCases":[],"_links":{"self":"/api/acts/returned-sailors-and-soldiers-imperial-league-of-australia-act-1921","history":"/api/acts/returned-sailors-and-soldiers-imperial-league-of-australia-act-1921/history","analysis":"/api/acts/returned-sailors-and-soldiers-imperial-league-of-australia-act-1921/analysis","conflicts":"/api/acts/returned-sailors-and-soldiers-imperial-league-of-australia-act-1921/conflicts","importantCases":"/api/acts/returned-sailors-and-soldiers-imperial-league-of-australia-act-1921/important-cases","documents":"/api/acts/returned-sailors-and-soldiers-imperial-league-of-australia-act-1921/documents"}}
